2 cups water plus 1 cup extra
1 cup quick cooking oats
3 tbs butter
2 packages active dry wheat
1/2 cup warm water
1 tbs sugar
4 cups flour
1 plus 1/2 tsp salt
1/3 cup firmly packed brown sugar

Bring 2 cups water to boil in medium saucepan, stir in oats and butter. Boil, stirring constantly, about 1min. Remove from heat, let cool to 110 degrees(use thermometer).
Stir together yeast, 1/2 cup warm water and 1 tbs sugar in 2 quart measuring cup, let stand 5min.
Beat oat mixture, yeast mixture, flour, salt and brown sugar together at medium speed until smooth.
Turn dough out onto lightly floured surface, knead until smooth and elastic, about 5min.
Place in well greased bowl, turning to grease top.
Cover and let rise in warm place(85 degrees), free from drafts, about 1 hour or until dough is doubled in bulk. Punch dough down and divide in half, shape each portion into 16 balls.
Place evenly into 2 lightly greased 9×1 3/4″ round cake pans.

Bake in preheated oven at 375 degrees for 15min or until golden brown.
